The Bioshock series is one of my favorites. Like Korra, the villains in the games are all individuals who went too far with their respective ideologies. The settings of Rapture and Columbia featured false utopias that were thwarted by forces taking ideology in the opposite extreme.

Unlike Korra however, these guys tend to operate the "corners".

Bioshock 1 and 2 explored the fight between the authoritarian left and the libertarian right.

Andrew Ryan was the ultimate libertarian and anarcho capitalist. He rejected all forms of control in the economic and social sphere, creating a city of vice and free markets. However, the lack of regulation got the better of him and Fontaine was able to play dirty and thwart him, forcing Ryan to go to extremes. To main order in a lawless city, Ryan became a collectivist dictator, nationalizing corporations that opposed him and taking away rights. He gave up the moment he realized he was not better than someone like Stalin.

Sofia Lamb wanted people to follow "the greater good" to create her own odd utopia. In order to do so, she was essentially trying to impose mass conformity and wiping people of their identity in a form of mass collectivism. It was the only way to make peace to her. However, the power rushed to her head so much that she became the opposite of what believed in, a God that was a cult leader subjugating the masses to her will. (now I know where they got inspiration for Starlight Glimmer)

Bioshock Infinite Explored the fight between the libertarian left and authoritarian right.

Comstock is the epitome of how far right wing you can get (bar his surprisingly progressive view of women). He was a prophet acting on the will of God as the head of a militaristic and bigoted theocracy. There was hierarchy everywhere in Columbia. The white middle and upper class believers ruled all while the working men and people of color were oppressed and held in line by the military in the event they would fight for labor/racial rights. Columbia romanticized imperialism and made it its holy mission to purge the "Sodom" below. 

Daisy Fitzroy was a response to Comstock's far right regime, but went in the opposite direction. She wanted to topple the regime, but then wanted to purge everyone who had a semblance of privelage and all reminders of Columbia's regime. She and the Vox Populi became the epitome of chaos, destroying all order even if that order was bigoted, hierarchical and violent itself.

Bioshock is a series where utopia is imperfect as you take one ideology to the logical extreme.
